We discuss the importance of constancy in the relationship with Hashem. Bechukosai warns what happens if mitzvos are treated simply by chance and temporarily, rather than with purpose and intention. In order to make something lasting, we must work for it and work towards it. This parsha is read before Shavuos, during Sefiras Haomer, because counting shows anticipation towards something fixed, this by definition is the opposite of something happening simply by chance.
